Mainly because it allows them to get in front of a doctor quickly without worrying about how to pay for it. You don't want to be in the position that you wait and see if your child will get better because they could just as quickly get worse.
For the lowest income brackets there is the option of Medicaid. You do need to be in a pretty severe financial position to get Health insurance for kids. It is generally people that are completely on state aid or social security that qualify. If you have little or no income and you are going to school full time you might be able to qualify for this.
